How do you guys go about navigating the internet to find other people who draw or go out and do art? I am in my early 20s and would love to meet others who like drawing.

Hey, @bucky01! I think one of the best ways to meet other local artists is to go to art events in your city, such as art fairs, meetings, expos, workshops, seminars, portfolio reviews, life drawing sessions etc. Often, those initiatives may be promoted by schools, art groups, businesses, collectives or even the government - so, in order to stay tuned with what’s happening where you live, it can be a good ideia to follow social media profiles of such groups and institutions.
Another way (less likely, but also potentially effective) is to join many online art communities and search for other artists in them who might live nearby you. Online art communities host people from all over the world, so, who knows, maybe you might find some neighbors. Then, you guys could form a smaller group, create your own messaging chain and perhaps arrange an actual meeting however possible.

I know the question is about local artists, but still wanna advice a good place to meet and communicate with artists online.
Some artists you like may have discord servers. Join them and see what you can do there! It's a good idea to start communicating with people there. Such servers often have both other artists you can become friends with and also people who can appreciate your art
I recommend checking if your school has an art club or finding your local art center
